Clark, I am not sure how to write this as an AIC but after your step 2 no matter what value we pick for h8 from {267} a8 is forced to be 4 and the entire puzzle unlocks.
That is to say if h8=6 => a8=4,
if h8=7=>i9=9=>e9=8=>a9=5=>a6=9=>a1=6=>a8=4,
if h8=2=>h6=7=>b6=5=>a6=9=>a1=6=>a8=4
Therefore, since h8 must be one of {267) a8=4.
