I went "GOOGLING" and came back with many definitions but none that would explain the above. Appears to be an outdoor drinking area connected to the "pub" alcohol license. Ums sounds like a place for a concert...LOL

No horses involved. These are alcohol restrictions.
I do however recall an alcoholic horse in 'Paint Your Wagon.' Now do we all have strains of 'I was bo-orn under a wan-d'rin star' going in our heads?
