Hi Sau Ruou.There is also the 14 pair at i23,but after this,I needed to examine the short chain starting with a8=7,in order to find the next UP.
Also at step 3,there seems to be no immediate next UP.

coloring is a basic techniques.
Alfred, After UP=28,=>b6=c9=2...UP=58

Although colouring is not usually used on this website as a basic technique, the Simple Sudoku Technique Set (SSTS) includes simple- and multi- colouring as basic techniques - maybe this is the reason?
